The mail service from the U.S. to Costa Rica gives a totally new meaning to the term ’snail mail’ - anywhere from 6 days to 4 weeks for my mail to reach me. And, phone service is really flakey! Rarely do you finish a call without dropping the signal - just what you need when talking to one office, then another in a government agency. So I turned to the Web for info.
